1.1 Introduction

The node that received the transaction conducts checks to confirm that the transaction is valid and, after certifying validity, adds the transaction to the public collection of pending transactions, the mempool. After inclusion into the mempool, transactions stay in a pending state until they are selected to be a part of the next block to be added to the blockchain by the block proposer.

All blockchains have a mechanism for determining who this block proposer is. In most blockchains, it is usually a random process. In Proof of Stake, the chance that a specific validator is chosen to be the block proposer is relative to the economic stake that they hold in the chain. On Proof of Work, the first miner to solve a cryptographic problem is the one that gets the right to add a block to the chain. This likelihood is also relative to the power that a stakeholder has in the system, in this case the share of the total computational power.

In most blockchains, the default way a block proposer orders transactions is by their gas fee in decreasing order. The issue with this is that the fee paid by an unsophisticated retail user might not actually be a good indicator of the true value of that transaction. the value of a certain transaction is much higher than what the gas fee that was paid, especially when combined with other transactions.
